Host has a different version of the game

My friends and I all bought CK2 on steam. They can connect to each other, but when I try to join their games it says the host has a different version of the game than me.

My friends live in America and I live in Japan. Is that why?

No, nothing to do with that, the game is identical world-wide. You have different checksums; either you have the 1.03b patch and they don't (or vice versa), or you or they have a bad checksum (ie a corrupted installation). Look on the game's main menu, you all ought to have patch 1.03b and checksum KUMH.

I am also having the same problem. I live in Japan and the person i am trying to connect to lives in Europe. We opened all the ports, after doing we were not able to conect to each others games.
We then used homachi to connect and were given the error message that our version are not the same. We are both on steam but our versions are not the same at all
Mine is CK2 1.03b (TKEO)
My friends is CK2 1.03b (KUMH)

You too have the Steam patching checksum problem, again this is nothing to do with being in Japan. Uninstall the game in Steam, then install it again, you'll get the right checksum then.
