How can i increase infrastructure level using .inc files?

I tried commands like:

province = { id = 999 infrastructure = 1 }

or

province = { id = 999 infrastructure { size = 10 current_level = 10 } }

But it doesn't work :sad:

yes, i've also added it's inclusion line at the .eug file.
