Solution
This game has a bug where the launcher always shows you own all DLCs, even if you don't.
If you believe you have bought them, let me know here (and what store from) and we'll look into it.

I didn’t bought it: I got if for free on Epic during a weekly sale. I can’t remember if back then it said it would include the DLCs as well. I thought I have them since I can play scenarios like the Endless Winter and the Train, which I believe belongs to a DLC (but there are no signs of the Blight or the Moon one tho).

IIRC free copy from Epic did not include any DLCs, so unless you bought them there afterwards it is correct that you do not see them in the game.
Solution
Yesterday I've bought the DLCs pass thinghy on Epic and now I can actually see them in the in-game window. Looks like bugs and some online threads saying the scenarios were actually DLCs confused me. In any event, back to building a new colony! Thanks for your help!
