Do I just passively place an army in the province and hope it does something or is there somthing else to it?

you're talkiung about rebel armies sieging the province right? Then yes all you need to do is send in a unit of men to put them down, they will not retreat or anything so it should be a simple matter.
If you're talking about the province modifier, you're going to have to hope for an event to clear them. Not sure what the MTTH modifiers are, though.
To increase the chance of the event that ends the revolt to fire, don't mobilize the regiment of that province, make sure the province has a court of justice, make sure that all 4 groups have at least 10% power, have a good efficiency and lower taxes.
