In the build menu, pick infrastructure, and then at the very end you'll see salvage. Click on that. Then wherever you click your mouse (until your right click) will be marked for salvage. In the case of cables and pipes, it happens instantly.
Just make sure you immediately deselect it after you are done with it or else you might lose a vehicle or some other important building.
There have been a few rare instances of power cables I couldn't remove. All of which were the one little dot, instead of a line. Usually a piece that was previously used to connect to neighboring structures.
I've had that happen too a few times. I found the solution to it was to expand that little dot so it became a real segment and then, when it was built (waste of 1 metal, I know), salvage the whole segment.
