In my current game, I play as Russia in the GC and recently (about 1600) I got severe problems due to continious uprisings in all of my provinces. This mass-uprising started the moment I annexed sweden. I checked my BB-rating and found it to be 67. My stability-level was a nice +3 and marked as "very strong" on the nation-overview. What I then did was to adjust the tolerance-level for protestantism and catholisism as it initially seemed that it was the conquered provinces that started the rebellions. The tolerance-adjust didn't change anything, and absolutely all of my provinces rioted as #¤"&¤&/(&% for a good 10 years. Now, fortunately, it seems that most have calmed down, possibly as a consequence of me building troops in all of my provinces? Do troops have a "police"-function when stationed in a province? (Sort of like military-units in Civilization.)
What is the "correct" way to avoid these somewhat strange and widespread uprisings it such a stable country?
Why do they appear? Is it due to badboy?
