There is a health event 6021 which is supposed to remove lunatic trait, but no matter how long I wait, it just never seem to fire unless I am using console to fire it manually. it is a triggered event so I looked up that on_action file in common folder but then I got this:

can anyone tell me what those numbers on the left side mean and how to mod it so the event for removing lunatic trait fires more frequently and easily?

The numbers on the left are relative weights and affect how likely each event is to fire. One of the options is chosen, which chould be the null-option (don't do anything), signified by '25000 = 0'. That makes lowering that 25000 the most effective way of making all the other events more likely to fire.
