Dome specialization is a great thing. You get one dome to gather all the scientists, one for all the engineers, one for the children, one for the seniors, and so on and so on. Now, most of those domes are gonna have medical centers, and you would probably like them to be staffed by medics.

Problem is, they just won't move. They'll step out of the rocket/university, and just settle in apparently the first dome with available housing, take up some job they're not qualified for, and do it forever. All the other specialization issues can be (partially) solved with filters, but there's almost no dome where you do not want doctors (thumb down), and no dome where you want to concentrate all of them (thumb up). if you just call them to every dome, the effect seems to be the same as not calling them to any dome.

So how do you do it? How do you ensure your medics go out and take jobs in the places that need them?
 
I know I've mentioned this before, but maybe it was on steam. The simple answer is: Don't use thumb ups for specializations.

Initially when you have low populations it's fine and you truly are trying to pull the entirety of a specialization or two to a single dome, but as you grow beyond your first couple domes, you should only use the thumb down to block specializations you don't want in a dome, don't use the thumb up at all unless you want that dome to consist of NOTHING but your thumb up choice (like, say child domes). The problem is the thumbs up interferes too much with the natural pop migrations based on jobs available in the dome, so you frequently will end up with, say, scientists cramming into a dome past the point of available jobs for them and then leaving no room for the specializations you only want a few of, like medics or security, even to the extent to not moving to other domes with science jobs and housing open.

Just use thumbs down to block specializations you don't want, and let natural pop migration happen based on available jobs for the rest, and it works out fairly well.
 
Don't thumbs down their specialization in any dome that wants them, but also don't thumbs up where you do. Instead just keep them neutral. If you're still having issues, set the medic buildings to specialist only. That'll keep the jobs open and colonists will naturally go to places that have open job spots relating to their specialization.
