Is it just dumb luck or am I doing something wrong? Played a game today where my 76mm AT gun failed to penetrate a Stug from the front at 1000m. Was a 3 star AT gun and 5 shots bounced, which resulted in the AT gun being pinned. Very frustrating when I was looking at the AP/Armor values in game.

You need to roll 12+ on (2d6 + AP - AV) to penetrate. So, at maximum range, each shot only has a 1 in 6 chance of penetration if your AP beats their AV by 2.
Excluding HEAT munitions, though, you get +1 AP per 100m under your max range, so if the range was closer you'd penetrate a lot more reliably.
