The Roman fetial priests were used for the solemn official declaration of war. According to fetial law, Rome could enjoy divine favour only if it waged just wars (wars of self-defense).

Of course, the Romans were masters of twisting this concept to fit their own interests.

This is why America is called the New Rome ;) ;)

Being a vassal to more than one overlord at a time - yes and no. Yes you could have two feudal overlords, but not for the same lands. The Valois Dukes of Burgundy, for example, were vassals to both the King of France and the Holy Roman Emperor, but they were vassals of France for the Duchy of Burgundy and the Counties of Flanders and Artois, while they were vassals of the Empire for the Duchy of Brabant and the Counties of Flanders, Burgundy, Holland, Zeeland, Hainaut, Namur, and Luxembourg. The only way for the two overlords to have a claim on the same land in this case (a vassal dying without heirs) would be if they both had a claim on a disputed territory in the first place...
