How to create advanced empire with mod?

In the 2.6 patch notes was written:

* Add must_be_advanced_empire and is_allowed_to_be_advanced_empire game rules.

But how to use these rules?

So, i have created prescripted country, who can help, how to make it as advanced? I can write code for each empire (to capture systems, to add resources, to add fleet, to change planets) but this is hard way.

How to up empire to advanced only with 1 command? I think game have such command.
