I'm trying to find which one of my installed mods creates a decision that lets you specialise a planet. You get to choose whether it shall be specialised for mining, energy or food. Each specialisation gives 1 corresponding job for each 15 pops on that planet (e.g. choosing energy specialisation gives you 1 technician job per 15 pops). The decision costs 25 influence and 500 minerals to enact (same cost regardless of which one you choose).
Most importantly, the decision is permanent, cannot be revoked or replaced, and even remains active after a planet has been conquered or abandoned and re-colonised by a different empire.

The decision button reads:
"Designate as Energy [or Mining, or Food respectively] world.
Effects:
Energy specialization modifier added, giving the following effects: 1 Technician Job per 15 Pops"


One enacted, a symbol appears on the planet window, reading:
"We have designated this world as a [sic] energy world".

I searched my mod folder for the string "We have designated this world", but the search came up empty. I also searched for the words "designate", "designated" and "specialization", but nothing relevant came up.

If you're lucky, you can open the console, type debugtooltip, hover over the decision and see a tag within the name that reveals the mod.

If not, go to your mod downloades (If you're using Steam Workshop, they're stored in SteamLibrary\steamapps\workshop\content\281990), then do a bulk search for the term decisions. It should find at least one folder.

If it's only one, there you go, that's your mod. If there are multiple such folders, you'll need to have a look at the files inside (they can be opened with any text editor), or do some guesswork and trial and error to find out.
