I'm sure this has been debated before, but since there is no search function...

So the requirements are to my understanding:

1) All German states must be either democracies or constitutional monarchies in 1851.

2) For Austria to join (which is my plan) Hungary must excist and Austria must not be at war.

So how do you actually do this? Any tricks that are worth knowing. The only thing i can think of is converting to a CON MON and then go on a conquering spree across Germany, releasing states as CON MONs. Then finally attack Austria and get one Hungarian province in the peace deal and release them afterwards.

But this doesn't feel very 'historical', since you would think the Germans would be a little angry at the Prussians for creating such destruction and turmoil...

Aye, it's not historical, but what you described is exactly how to do it. Just be ready for a BB point for every province you take.

well the BB should be the least of the problems, considering the huge BB gain you get from annexing Austria.

Well i guess i have to do it the hard way :-s to bad for the German minors.

I wish there were some kind of 'influence government' or 'fund rebel forces', so you could acutally change governments without having to go on a conquering spree

You have to go on a conquering spree to get them to convert to non-monarchy governments. Luckily this helps your budget as you annex them and also increases your manpower.

I've found that the conquest spree ALWAYS puts me at war with Austria even though the Defensive Alliances the minors have specifically excludes Prussia. They just declare a regular war soon after you DOW a minor. Also, after forming Germany and having Austria join, get ready for a string of wars with Russia, France, and possibly the UK. You acquiring Austria REALLY pissed them off...

One tip I can give you on dealing with Austria: get control of Wien (Vienna) ASAP. This brings up your warscore against them since it's their capital. It can be challenging to get them to give up a territory for you to release Hungary. I found the easiest bet is to try and get them to give up Nowy Sacz since it has the lowest warscore points (2). If I have good relations with Austria and a low BB rating, I've found that they'd even sell it to me outright. Just make sure if you buy it and you end up at war with Austria that you defend them. In a few games I've played, I end up at war with Austria and they occupy and re-annex them during the war.
