Currently, I don't really see the point in bothering with tributaries.

You always have to spend prestige—either through swaying or warfare—just to make them tributaries in the first place, and then they want to leave within a matter of weeks. Their contribution to my wealth, prestige, or herds isn’t even that significant. And then they expect me to pay them to stay as tributaries? That doesn't make any sense—I’ve already invested resources into securing them, and now they want even more, sometimes without giving anything in return (especially if I’m not their formal liege?).

So far, I haven’t found any way to turn a single tributary into a proper vassal. I’m already a Khan, and even though some of them should technically be obligated to follow me, I still can't convert them into proper vassals.

Right now, I’m sitting at 4/5 Legitimacy and 3/5 Dominance. Am I supposed to seize land from the shepherds and create my own vassals from scratch? Is that really the intended—and only—way?
