Hybridized culture to get War Camels innovation, but cannot build Camel Breeders

Hybridized culture to get War Camels innovation, but cannot build Camel Breeders

Description​

As a west African hybrid culture, did another hybridization with Zaghawa. This gave me the War Camels innovation, but I'm unable to build Camel Breeders in any of my holdings.
For example, Garumele is a drylands holding with my new culture. It can build:
* Desert Agriculture
* Farms & Fields
* Hunting Grounds
* Barracks
* Militia Camps
* Stables
* Blacksmiths
However, there is no option to build the Camel Breeder building line. The same is true for all my other holdings, regardless of terrain.

Steps to reproduce​

Start in 867 as Daurama. Form a hybrid culture (potentially several times). And then form another hybrid culture with Zaghawa. Attempt to build Camel Breeders.

Just realized the Camel Breeder line cannot be built in drylands (e.g. Garumele). However, the issue remains that I cannot build them in any holding, including floodplains (which should work, at least according to the Wiki).

Seems to be geo locked. Have you tried in a province in Middle-East, Persia or North Africa?

Thank you for the response -- I think that's probably the answer. That said, I'm surprised that West Africa would be excluded.
