I can only load 1 of my cites (Console: Xbox Series S. Version: Xbox One Edition)

This started happening today. I tried to load my city named dragoon, but instead it loaded my city named San Cruz. I tried making a whole new city, but it still only loaded San Cruz. No matter what I do, the only city that loads is San Cruz. I've tried restarting the game and my console but nothing is working. No error codes are showing up. I can't find anyone else with this issue, so does anyone have any ideas on how to fix this

This is the only thing I know to try on consoles:

- uninstall the game from the XBox

- clear the XBox cache and game files (save game data)

- install the game again

- test with a new city BEFORE restoring any saved ones
