I cannot set war goals

I have tried 3 different games, made it 50-75 years in each game but I cannot set war goals. I can click them and drag them but they won't stick to my side.

Also every time I make a trade offer, the other side offers a research agreement. Even if I accept the research agreement it is not listed in my acceptance and simply disappears.

thanks for the quick reply. reddit saved me with this comment: drag it onto the name of your empire

you have to drag it directly on top of your empire button. you cannot drag it below into the box.

ah, yes might be a bit counter-intuitive though, so worth noting nevertheless.
