I'm trying to get the Battle Royale achievement. I declared war on them after Japan declared war on China, with two days between declarations and before 90 days had passed. It's a historical war, so it took place in 1937. So that part of the achievement is complete.
Now all that was left was for them to capitulate to me.
I capitulated to Japan and then to China, but the achievement didn't trigger... I check the records and... Japan capitulated to the USA... what?
Since I had already attempted this achievement several times, I saved a copy of the game before my paratrops arrived in Japan.
And repeat.

What can I do to make them capitulate to me instead USA? Will this achievement ever cease to be frustrating?
