I own physical ps4 copy of cities skylines but DLCs show show up.

Ive have the cd copy of the game, and purchased industries and mass transit through the PS store, it's saying its not in stalled and in the store it says purchased but no option to install the DLCs, Im not sure what to do here...

No doubt the PSN store you bought the DLCs from is a different Sony region than the DVD is. Look on the back of the DVD box, the region is a number 1-5 - only DLCs bought from the PSN store in that region will work with that base game.

You'll need to contact PSN support on that; they should be able to swap those DLCs for ones from the region matching your DVD.
