Description of problem
Buildings destroyed with a population drop

Please explain your issue is in as much detail as possible.
When population of a city drops (e.g. from 30 to 29) and causes decrease of maximum building slots (e.g. from 6 to 5), any building under construction disapears without refund (if there is no free space). If there is no building under construction and no free space random building is picked instead. As it is at the attached printscreens (tax office under construction is canceled or later one of the granaries is destroyed). I think the same happens with winning a siege when some pops are killed or enslaved and the buildings above limit are destroyed. Cities just cannot have more buildings then is allowed, no exceptions. Not sure if it´s a bug or if it was meant to work like this. If it´s intentional I suggest to change it somehow.

Steps to reproduce the issue.
With all building slots occupied remove some pops to decrease the maximum of building slots.
