Please explain your issue is in as much detail as possible.
In the "Spartan Restoration" mission tree the "Expanding the Infrastructure" mission has the following condition: "Province of Laconia has State Infrastructure". This may be a leftover from some previous game as that provincial improvement cannot be achieved. Instead, it should be "Province Fortifications".
Steps to reproduce the issue.
Start the game as Sparta and initiate the first mission chain.
