Description​

Iberian Foothold decision unavailable due to "Compromise/Conciliation" state upon the conquering of all of Hispania, and no one left to advance the state of the struggle.

Steps to reproduce​

As an interloper with a bordering Empire, fulfill all requirements for the Foothold Decision, conquer all of Spain during either Compromise State or Conciliation phases then try to use the decision. You won't be able to. The state of the struggle will not change due to there being no involved characters capable of advancing it.

This means an interloper is unable to complete this decision and should be considered a bug to be resolved.

Some easy fixes I suggest making it so that the Iberian Struggle decision is available if all of the related lands are under control no matter what the Struggle phase is.

OR

Make it so that Kings/Dukes under an Interloper Empire whose capital is in Iberia count as Involved so that THEY can advance the Struggle Phases.
