It's not showing growth from modifiers. It seems 6.25 = 5 + 15% + 10% (base immigration + Nomadic + Diplomacy Traditions). I still think it's a bug.
I think I saw more inconsistencies like this, where the main "non-indented" value sometimes includes and sometimes doesn't the "indented" modifiers.
