How do you improve the rate in which your chancellor gets claims on county's. I'm a high Lord in the Iron islands and have had a chancellor trying to get a claim on a country for 14 years and have never gotten anything.
 
The only way is to get a chancellor with the highest diplomacy. Everything else comes down to pure luck (or faith... whichever way you want to put it :D). Though really, if you don't want to put up with the incompetence of your chancellors simply marry your character or heir to the family which owns said land. Afterwards with enough capital and intrigue you can fight for your wife's/husband's claim to said territory and win it for yourself and/or your future heirs.
