I've just confirmed this bug:

...is still present as of today. Electing anyone other than your firstborn (or grandchild of same) causes your heir to lose the capital county on succession to said firstborn. I've seen it with Scandinavian Elective, it presumably may apply to Feudal Elective as well.
Steps to reproduce
Enable an elective succession type for your primary titles and elect anyone other than the eldest son/grandson. Capital county will not go to the elected heir; it will instead be lost on succession to the eldest.Game Version
