Even with my favorite spy, and 9 finesse maniac he was always discovered when i incited revolt.
The name of the leader of the revolt mentioned in the message box when doing it is the spy that incited the revolt.
So Incite Revolt has got 100% change of spy being discovered.
And even though he is discovered he still makes it home safe everytime. The only negative seems to be a reputation hit (which of course is bad enough).
Is this WAD?
