Infrastructure Level Edit doesn't work?

I modified an IGC scenario to give a country a higher infrastructure level, but when I play the game nove of the associated abilites seem to work. I can't promote Governors, Tax collectors, or build factories. All the other tech level, leader, diplomacy and force composition changes I did worked. Any ideas?

which country is that? 'cause if it is a country with the exoctic research group, then you have got to change that aswell.

Its Ayuthaya. What happens in the exotic research group?

If you use the exotic research group then you are not able to promote bailifs, city counsels and gouvenours. It are also not possible to create new forts in new made colonies. And last you are the slowest reseacher.

Not really. The Moghuls for example are exotic tech group yet they can build all those things. Just Japan and China can't.

Yep, that is right but not only Japan and China. Also the Iraqies and all the other old civilizations.

Really? Well then only the AI can't advance. I played them once and I could advance though. Another strange thing.

U xure u didn't change anything ? Load up a save from 1600 or so and u'll find the Incas having 0 for every tech level.

No I didn't have to cheat for that.

I just found out that the Incas aren't able to advance. When they reach a hiher level it just doesn't progress. But the Iraquis start with land level 2!

It's Religion, not Tech group

Pagan's cannot build infrastructure improvements, while all Christens and Moslems can.

I think tech group is solely related to the neighbour tech bonus.

I tried to change both tech group and religion but neither worked.

I have the same experience now with Ayutthaya. But I also noticed I cannot send diplomats to European countries. I "discovered" those countries because of their TP's and colonies. So I see their capital and some colonies.
Why can I not send diplomats. How can I declare war ? Is this how those mean Europeans protect theirselves against honest pagans ?

The only thing you can do that by editing your savegame and setting it a bit up.

That don't work either.
It just says you have tech level whatever you choosed for a short while, then it goes back to researching the first techs.

Hmmmm, then I would have no idea how you could alter that
