inherit nation problem

I'm not sure what i'm doing wrong, but i made it so that when anschluss fires, it also gives germany most of other european countries, soviets get asia, and americans get americas. But for some reason, germany only inherits the armies and other stuff from Austria, while soviets and americans get nothing but the provinces. Tech teams transfer fine.

So how do i make it so that they also get all the armies/navies of other nations?
