Insane inmates cannot be assigned a cell

I have 95 insane inmates with 110 padded cells, 9 padded solitary cells, and a padded holding cell. Yet am getting an error where a portion of the inmates cannot be assigned a cell. I have unassigned all the cells and waited until all inmates could not be assigned a cell and reassigned the cells, same issue.

There are a number of individuals, who have posted on the Steam forums, having the same or a similar issue. Is there a plan for a fix?

I had the same problem when I zoned my cells criminally insane only. Apparently that does not work, they have to be zoned as shared to work.
