Integrate Title Event Does Nothing

Description​

When the event that reduces the time to integrate a title fires, it just doesn't do anything. I have looked through the event code to see if there's anything obviously wrong, but it seems okay.
It's possible that I'm misunderstanding what the event is supposed to do, but I don't see any difference on the de jure mapmode after the event and waiting a year (still just goes down by 1 year instead of 15).
I tried doing the event in debug mode, but it says the perspective is missing; so I don't think it can be tested like that (tried firing it on the chancellor and I can't tell anything happened).

Have high skill chancellor and wait.

I think it is not 15 years, but 15 Points towards the end of the Action, because the Action completes, if all required Points are gathered.
