How does the intelligence tab now work. How do I send spys to Germany, Japan or any one. I see no place that saids "send spy".

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
There are no spies anymore. You now have to fund your intelligence agency, which incurs a daily cost which can easily surpass your research costs. You then automatically get a certain intel level in all countries, depending on sliders, funding (yours vs. theirs), tech and distance.
