Victoria 3's probably the one in production, there was some vid on YouTube where one of the Paradox devs said something that suggested its development, with PR waving their hands in the background telling them "No, don't say anything yet!". The one in pre-production is probably some sort of successor to EvW, since that's the game that's most requested during polls, from what I've seen.
I have mixed feelings about them doing Victoria 3. On the one hand, much like how I felt when EUIV was announced, I feel like it's too soon to do a proper Victoria 2 sequel, especially since we never got an official expansion that deals with WWI (Victoria 1 at least had that WWI start date from either Revolutions or one of the patches, I can't remember which), plus Victoria 2 has the most perfect map out of any Paradox game that's been released, and its aesthetics go really well with the time period that the game represents, something that I feel will be lost when the game's upgraded to the modern Clausewitz 3D map.
On the other hand, everyone's been wanting the Victoria series to get more love, so change is welcome. It'd be nice to have the "current-gen" multi-player model of not having to have your expansions maxed out to play with people who don't have all expansions maxed out (a problem I run into frequently; most of the friends I have who play Vicky 2 don't have Heart of Darkness, so I usually can't play with them, though this problem has been recently solved somewhat with Steam finally letting people disable expansion packs when playing games). Some of the menus (like the Diplomacy screen) are a bit of a mess as well, rearranging a couple of things could do wonders. Just please, please don't put in EUIV's mana system! It really takes away from the game and breaks the immersion when you can just spam one magic button and have all of your problems disappear.
Also, fingers crossed for the pre-production game being "Rebuild of East vs. West". Much like a lot of other people, I was really looking forward to that game, and was really sad to see it first having features cut because of development hell, then being canceled altogether. The other Cold War games on Steam just don't have that Paradox kick to them (the maps that the competition has in their games are usually so terrible!)
However, although this is probably not one of the two super-secret games discussed here, what I'd really like to see is a Victoria-style game that starts 85 years before Victoria 2, right before the Seven Years War and ends sometime before WWII (most likely 1920, or V2's 1936). That way, along with all the fun of the 19th century, we can also experience the large scope of the Seven Years War, the American and French revolutions, Napoleon making a ruckus in Europe, Britain slowly eating up India, the countries in South America rebelling, etc. Maybe some bright modders can make something like this and have Paradox release it as "a Victoria game", à la Darkest Hour or Arsenal of Democracy (though given the recent failures of Magna Mundi and East vs. West, that seems unlikely, haha)
