I’m actually in the camp that I like the new changes in 4.0. I’m not good at it yet, just Ok with the new mechanics.

However, I’m still getting a bunch of stuttering in the mid game on. It kind of hurts my eyes past 2 hours of play. The stuttering only happens when unpaused, even at the slowest speeds.

I’ve seen people say there is a lagging issue, but I’m not sure that’s what I’m getting. I’m getting stuttering. Is this also common?

My PC is old, but I’ve got a new(ish) GPU (4070). My CPU is old but an I7.

Is it my hardware? Or just mid game Stellaris?
 
If it's "stuttering" that is "hurting your eyes", it seems to me more visual than performance related. what is your screen refresh rate? my screen is 120hz, so i swapped stellaris to 120hz in the video settings. try that. i can't imagine it hurting your eyes if it was not visual, and not the refresh rate.

your game hardware does not strike me as something that is weak enough to cause visual stuttering that would be noticeable enough to hurt your eyes.

My monitor normally runs at 60

make sure your video settings in game are set to 60 then, rather than 30 or whatever else the lower options are. but it's probably already at 60. just in case though.
My game was in borderless window, and refresh rate was set to desktop. I changed to fullscreen and set to 59.. 60.. and 75 hz they all had similar results regarding (non)smoothness.
My stellaris get f*cked sometimes. Helps to restart it.

It can be broken in game setup even
There's a memory leak in 4.0.21 -- try a save-quit-restart-reload and see if the stuttering persists.

I can pause the game and move the camera around, use WASD, and it will be smooth.
I can unpause the game, keep the camera still, and it will be smooth
But if I run the game and move the camera, Ill drop to 50, 45 FPS and it will stutter.

Could a Reinstall solve this?

this is very strange. i am on a 3080, and i do not have FPS issues when moving around my screen. this is not lag, so at least that is confirmed. something else is happening here, but I'm not sure what it could be. I would start with checking if there's recent 4070 driver updates, nvidia did have some driver issues a few revisions back.

some additional troubleshooting questions (my background is IT so bear with me):

1. what are your galaxy settings, ie size and number of AI empires
2. what year is it? just want to see how developed those AI empires are/whether they probably have a few fleets or a lot of fleets
3. when you're getting these FPS drops is it on the galaxy map, in the solar system view when looking at planets/fleets, or is it both?

It’s happening in all my games. But I’ll answer it with my current UNE, and COM Games.

1: large 800 stars
2: UNE 2338 COM 2389
3: Both. And anytime I’m moving the camera with WASD, when unpaused.

you specified with WASD, is this just an extra detail, or are you saying it doesn't do this when it's with the mouse? just trying to check just how WEIRD the behaviour is being.
 
MMB drag, and edge of the screen does it too.
ok yeah, i would try reinstalling drivers and see if that helps. my 3080 is slower than your 4070 and probably even has less vram, so it makes no sense you would have this issue. it's either a very weird and specific bug, or it's a driver issue specific to your 4070.

how much system ram do you have? not vram on your gpu, system ram.

I just updated to 576.88 and rebooted PC

Same issue when I launched Stellaris.

Reinstalled driver. Rebooted PC Again.

Same issue when I launched Stellaris

I'm going to try reinstalling the Game.
