Is there a program or way to design your galaxy or a mod that allows you to edit ingame? I would love to have a possibility to create a galaxy with certain ideas or races etc.

Not in-game beyond what already exists. You can mod the galaxy creation settings prety considerably, though. I've seen some realistically impossible but interesting galaxy shapes from modding, for example.

There isn't at the moment, but I'd love for there to be one, similar to the world designer in EU4. Maybe a talented modder will create one.

The dev thread for the starwars mod has a custom map they're planning on making. So they may have already found a way to implement it. Might be worth asking them.

It's quite good I managed to find a picture I could use to create a rough galaxy shape and then took it from there. Once it's been exported you can then open up the files with a text editor to add in other stuff that cannot be done with the tool, so it's very helpful!
