I have searched the game files and it lead me to on_actions.txt file with a bunch of triggers like on_assassination, on_failed_assassination, etc...
but where those triggers are triggered from?
 
You can change the price and piety cost of sending assassins in defines.lua

You can change the piety penalty for being discovered in on_actions_events.txt

You can change the chances for partial success in on_actions.txt but I don't know of a way to directly modify assassination chance outside the bonus on your spy master's network job.
