Is there actually any way to take the Adopt Nomadic Ways decision?

Because no matter where I go in the steppe I can't seem to find a single barony that's held by a "herder", they're all either empty or held by a proper nomad and neither of those count for the decision.

You can search for them in the character finder as they have a unique gov

Yeah I just found out you can use the government map mode to see them. There were only two on the whole map, and while I was moving my camp to one, the other one disappeared :/

Tribals have decision to adopt nomadic government. Adventurers have decision to become great conquerors.
