So I contacted the Paradox Support about this matter, and the attached is the whole reply. If I believe everything I read, the PC version of Empire of Sin is no longer supported, or being developed. But the console version is still being worked on. I guess I will wait more.
Please disregard the response given by my agent ><. He got games mixed up and it's not true that the game is what we classify as a legacy game. I don't have more to say on this as I'm not part of the team working on EoS but this was brought to my attention and I wanted to clarify this point to avoid further confusion.
 
While I respect it is not your job to give us more information, it is apparently enough of your concern to point out mistakes in other people's information. Please, therefore, pass along to the developers supposedly working on this game (I say supposedly because literally none of us know who is working on this anymore, if anyone), that there are a great deal of people who are very unhappy with the lack of communication, as they have invested in this game, and deserve to know if they are receiving the product they paid for with the expansion pass. or are they going to get a refund. Those are the two options, receipt of the content, or refund.
I fully understand that the lack of information is a major sticking point and I really wish I could tell you more alas I don't have anything to share ><. Trust me when I tell you that I'm hounding as many people as I can about this on pretty much a weekly basis as I also want the second DLC to come out (I really enjoy Empire of Sin!) but there's only so much I can do. When there's more information to share I'll shout it from the rooftops unless someone beats me to it.
 
TinyWiking has seemingly stopped making posts, not replying to my message asking about any more information (after 3 months of wait btw).

It seems to me, that he picked up on this post one day, decided to go ask some poor Paradox intern for info about the game, getting the wrong information, then forgetting about Empire of Sin after his failure.

As Skylax said, they don't even want to put effort into making it look like they are doing something. Goddamn scammers.
I'm still very much aware of this thread and I dip in here now and then to read new posts ;). I've just not replied as I've had nothing to share though what Fred told you is something I've know about for a few weeks but not been able to share publicly. But yeah, now you know exactly as much as I do and as I told you weeks ago you're not forgotten and we're committed to delivering the second DLC as promised.
 
I've got no info to share and just to make it clear I'm not part of the EoS team, I'm the support manager, which means I'm not always in the loop of what's going on. I mentioned in January that Fred had confirmed we have a new developer working on the second DLC but I've not heard anything since then and I don't know when there will be information to share.
 
@TinyWiking are they still telling you this is coming?

How is this even a thing at this point. It's time for Paradox to issue players a refund.
I've deliberately not replied here as I've not had anything to say (and I technically still don't) but I've kept up to speed on it and I've read all your replies. What I can say is that yes, it's still in the works and yes, we fully intend to release it (just as Fred stated last year). Your next question would then be "when" and that's something I can't say as I honestly don't know. When there is information to share either me or one of the community managers will do so and I'll also make sure to update this thread.
 
With respect to the comments you made on my other posts @TinyWiking this is not a discussion this is a group of clueless people being left in the dark. Do you mean to tell me it's not even possible to reveal even the most rudimentary details about the upcoming dlc?
It is not, no, because I don't have any such information. I do know somethings about it but until we're officially ready to announce this (as things may still change) I'm not going to say anything.

We're all adults here, nobody expects miracles. If you've only got one person working on it, just be honest with us. I can't understand the secrecy.
I can promise you it's not just one person, it's a real developer working on the DLC!

Edit: I'm not getting specifically at you TinyWiking, I'm getting at Paradox. I understand you have to protect the people above you but unfortunately you're the only one here that I can aim my comments at.
It's all good, I'm the only one talking about this project since we don't have a fulltime community manager right now. I get that a lot of you are frustrated because you want the DLC out already, we all get that, and it's even more frustrating when you've paid for something that hasn't been delivered. I know I sound like a broken record and I know that trust is a hard thing to come by when the project has been, ehum, "somewhat" delayed but I promise you there's light at the end of the corner, trust me!
 
It has been five years, and all TinyWiking does is say the same thing every time. No offense to TinyWiking, but if that is all that the response is going to be, don't bother.

Complaining to Wiking isn't going to change anything. He essentially gave us a "fuck you, i'm out" because we were interrogating him too much and now he doesn't bother responding to anything.
I'm still here and I don't feel like you've been interrogating me ;). I genuinely like this game and want to be honest and upfront with you all about the current state but it's not as simple as spilling the beans on every little snippet I get.

You are correct in that I don't have anything new to say because what I know isn't yet official. I could say you should trust me that things are moving forward, I could tell you there are things going on behind the scenes etc but I doubt you'd believe and I don't blame you at all. I've said it before and nothing has materialized so why should you?

This project has dragged on immensely due to reasons I'm not at liberty to discuss but as you all know there is a new developer doing the second DLC (Moonmanaua) and they've been hard at work with the DLC for some time. Before anything can be released however it needs to be certified by all platforms (Sony, Microsoft, Steam, Nintendo) and this adds another layer of complexion to the mix. Patience is a virtue that's running thin, I get that, I really really get that, but I can promise you that whenever I'm able to tell you specifics, I will.
 
Certainly not directed towards you (thanks again for continuing to talk to us at least, way better than silence), but do your bosses not understand how bad, unprofessional, and frankly incompetent this whole debacle makes Paradox, an international publicly traded company, look? It's been YEARS without even a press release or blog post on a game that people have paid for.

The fact that they can't even draft a two-sentence official statement saying "The content is still in development under a new studio. Please forgive the delays and hopefully we will have something to show you soon" is insane to me.
The reason there hasn't been much communication is because we no longer have a community team managing the product. I've been pushing for us to say something for a very very long time but since that never materialized I kind of decided to take on the role of telling you whatever I'm at liberty to say. It's not an ideal situation and I fully agree that we should have been more open and transparent but that's a decision that happens way above me.
There is something that can - and most definitely should - be done now (and by now, I mean three years ago) that isn't dependent on development resources of any kind. Paradox can offer a refund for the product they sold us (but never delivered) five years ago.

Then we can choose to buy the new content if it ever comes out (and is actually worth buying).
We did look into this back but due to how retailers do refunds it wasn't possible. It's not possible to do partial refunds and since the vast majority of sales were either the Deluxe Edition or Season Pass this made it impossible to do. The only option would be to refund the entire package but that would also mean that everyone who bought it would lose access to whatever we refunded. Add to this that refunds after a certain period of time incurs a fee for the person that gets a refund (as banks tend to charge a service fee for late refunds) and you can see how this would probably cause more frustration and anger.
 
I've been waiting in the wings here and I have kept up with all the posts and, hold on to your hats, once again I have nothing concrete to share except I am waiting on the go ahead from other teams on telling you something I've wanted to tell you for a long time :p. Not sure when I'll be able to share what I have to share but hopefully it won't be more than a week or two before I have concrete news to share.
 
As promised, I got you an update ;). There will be a press release tomorrow with details about the DLC including release date and as soon as it's published I'll make sure to share it here as well. As for the release date itself.... well.... you'll be happy, I promise you that ;).
