Playing EU1.09-NA, I've been able to replicate the savegame crash (or at least one of them).
Basically, if one of the playable countries doesn't exist in the game when you try and save it, it crashes, every time.
E.g. For the IGC, if a country in igc.eug is annexed during the game, or didn't exist in 1492_igc.eug (or whichever included file), the crash bug will rear its ugly head.
Thus it can occur off the start of the game, or later in the game if you annex France or something.
This also means this particular bug isn't Paradox's fault, since they don't support playing minors or turning off major status for the original majors.
The fix would be to have IGCConfig only put one country in igc.eug at a time. This makes changing around your favourite nations a pain, but would eliminate the problem.
