The janitors refuse to clean the prison and instead wonder outside while the place looks like a complete dump. I've tried re-hiring and restarting the game.

Currently having the same problem. All my janitors, along with my workmen and several of my guards, are just standing around in the delivery area. Occasionally the janitors will all leave to clean one area, but then just go right back to doing nothing. Firing/re-hiring doesn't fix the problem, nor does anything else I've tried.
Seems that this is a problem with the recent major update. Hopefully a hotfix comes out soon.

In the latest prison I've built, the issue with janitors seems to be specifically with cells. Everything around the cells and as well as the rest of the prison seems to be fine.
