Japanese garrison

Hi,

I play as Japan and have some of the garrisons locked. Is there an event that would unlock them (what exactly is required?) or are they just stuck on their positions?

AFAIK, the CORE devs have not yet completed writing the events that will unlock the French, Japanese, UK, and USA locked units.
