Planning to make Karelia to revolter state, In case Finland loses those cores and that revolts starts in USSR. Any suggestions?

The Finnish mayor of Vyborg from 1928 to 1948 (only nominally for some periods of course) was Arno Tuurna, who was also active in several Karelian organisations and was an officer of the Finnish Army.

I will use this Tuurna guy thanks. The picture of Ernst Sohn are from his teens not sure I use that ATM.
I manged to find this other picture of Sohn where he is much older.

This is what I have made it has a few more ministers. most are PA and a few SC would its a military goverment more and less.
