Description​

the EU4 launcher prompted me to update it so I did. When it came back up it was with an error. "Database Error. Unexpected error occurred during database initialization. Please verify if you can access the file 'C:\Users\steam\Documents\Paradox Interactive\Europa Universalis IV\launcher-vt.sqlite.'"

This disabled the mods tab.

Yes that file is there and yes I can click on it so its not write protected or anything.

I have the avast antivirus software and \launcher-v2.2021.10.1\Paradox Launcher.exe was already in the allowed list.

Also in the DLC tab of EU4 there's a red triangle saying "Getting UGCs failed: Failed to get a list of local UGC: Fetching UGC failed: No database connection available for a query. You need to bind the model class or the query to a knex intstance.

What the heck went wrong!? All because I updated the launcher to 2024.1?
 
These errors are usually caused by an antivirus or ransomware protection software which prevents the launcher from writing to "Documents/Paradox Interactive/Europa Universalis IV/". Each update installs a new .exe file for which you have to give access again(unless your software allows a border type of exception).
  • If you have Windows Defender(also called Microsoft Defender), add the launcher and eu4 to the Ransomware "Apps Allowed Through" list(here are instructions for that).
  • If you have bitdefender, add the launcher and eu4 to the list of ransomware exceptions and "give it access" to "protected files".
  • If you have avast, you have to add the launcher and eu4 to the allowed list in the ransomware shield

I think the launcher in this case is "C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher/launcher-v2.2024.1/paradox launcher.exe". You may have some older launcher versions in the exception list already, but that doesn't help.
 

For those who are having similar Paradox Launcher problems​


If your Paradox Launcher shows:

This guide is the exact full fix you need.
It repairs the real cause of the problem: OneDrive hijacking the Windows Documents folder, which prevents the launcher from creating its required database files.


Follow these steps exactly and your launcher will work again.




FULL FIX GUIDE: Paradox Launcher Database Error (OneDrive Folder Hijack Fix)


This guide restores Windows system folders (Desktop & Documents), removes OneDrive interference, and allows the Paradox Launcher to create its launcher-v2.sqlite database successfully.




WHY THIS ERROR HAPPENS


Paradox games store essential files inside:



Documents\Paradox Interactive\Europa Universalis IV\


If Documents is inside OneDrive, the launcher cannot write files because OneDrive blocks them.
This causes:


✔ Database cannot be created
✔ Mods cannot load
✔ Launcher gets stuck
✔ The error appears every time


✔ FULL FIX STEPS




STEP 1 — Fix Desktop Folder Redirection


  1. Go to File Exploerer
  2. Left Click Home (from the left sidebar in File Explorer)
  3. Right-click Desktop - Stored Locally (from the left sidebar in File Explorer)
  4. Select Properties → Location
  5. Click Move…
  6. Choose:


D:\Desktop


  1. Apply → Yes

This resets Desktop to a safe local folder.




OPTIONAL— Open the REAL Windows Desktop or Documents Folder


To avoid confusion with OneDrive:


  1. Press Win + R
  2. Type:

  1. Press Enter
    This opens the true system Documents folder then press the back arrow ones and you will see Documents - Stored Locally and then right-click it



STEP 2 — Move Documents OUT of OneDrive


  1. Right-click Documents
  2. Select Properties
  3. Go to Location
  4. It will show something like:


C:\Users\<you>\OneDrive\Documents


  1. Click Move…
  2. Select your D: drive
  3. Click New Folder → name it:


Documents


  1. Select it → Apply → Yes

This moves ALL your real documents to:



D:\Documents


Now Windows will no longer use OneDrive’s broken paths.




STEP 3 — Ensure Paradox Folder Exists


Open:



D:\Documents\Paradox Interactive\Europa Universalis IV\


You should see:


  • cache
  • crashes
  • dumps
  • logs
  • mod
  • save games

If launcher-v2.sqlite exists → delete it (it will regenerate).


if launcher-v2.sqlite doesn't exist → just launch the game




STEP 5 — Launch the Game


Open Steam → Press Play


The Paradox Launcher will:


✔ Build a new working database
✔ Load DLC & mods correctly
✔ Start without errors


Paradox Launcher problem fixed.




OPTIONAL BUT HIGHLY RECOMMENDED


✔ Disable OneDrive folder backup so this never happens again​


  1. Click the OneDrive cloud icon
  2. Settings → Sync & Backup
  3. Turn off backup for:
    • Desktop
    • Documents
    • Pictures


If you don't see any OneDrive App in your toolbar, Desktop, or Windows Search bar​



  1. Download Revo Uninstaller
  2. And then Searhc OneDrive in the search bar of the Revo Uninstaller App
  3. Right click OneDrive and Uninstall
  4. Once done Deleting and if possible use the advance Scanning feature and then select all of the files and delete
  5. Once OneDrive is deleted redownload it again through their official website from Microsoft
  6. And then while setting it up
    • Set up the OneDrive path:
      • C:\OneDrive - Your main storage drive
      • So it won't
      • Documents will no longer be controlled or redirected by OneDrive.
        Windows Defender’s ransomware protection will stop blocking normal file access.
        The Paradox launcher will finally be able to write to your Documents folder.
        You will no longer experience app permission issues.
    • Then turn off backup for:
      • Desktop
      • Documents
      • Pictures

This prevents future folder corruption.




FINAL RESULT


After all steps:


✔ No more database error
✔ No more OneDrive blocking
✔ Paradox Launcher working normally
✔ Your system folders 100% fixed
✔ Game loads instantly

This guide is the exact full fix you need.
I'm sorry, but this is wrong. Your "fix" will only help in some cases and in others it won't even work(e.g. if there is no D drive; I think this also breaks local mods), or even risk losing important Documents(e.g. if the D drive is a temporary storage like a RAM-disk or a USB-drive which the user might carelessly remove) and it won't help if OneDrive wasn't the problem(e.g. Defender was blocking the access). And it has a bunch of unnecessary stuff. Step 1("Fix Desktop Folder Redirection") has nothing to do with the launcher or the games. While I agree that OneDrive is often problematic and it can be better for some users to separate the OneDrive folder from the Documents folder, for others it is helpful to sync their Documents with the cloud and the problems which it causes for eu4 and the launcher can be solved in other ways. And some users don't need OneDrive at all and they might be better served by getting rid of it completely instead of reinstalling it again.

After all steps:

✔ Your system folders 100% fixed
You are not fixing any system folders in this guide

✔ Game loads instantly
That's obviously not going to be the case. The load time will be the same as with a working OneDrive which is properly configured to keep all files on your disk
