I was playing Japan, decided to take the Dutch letter and then decided not to bother putin down revolts. So I get the lib revolt. What happens ? Well Iam a "Democracy" and the "liberals" are the ruling party but the elections are still disabled. No one has voting rights, just like in my autocratic shogonate.

I've seen the same playing as Two Sicilies. Revolutionary craftsmen create a new democracy which still have complete dictatorship, state press and the right to ban parties. All options not allowed for democracies. If the laws doesnt change with a revolution it shouldn't be possible to become a democracy that way, it would be a worker or presedential dictorship.
