In a 1.3b GC game as the Soviets, I've been liberating Africa from the imperialists. After taking the last vestiges of European domination in the Congo area, I began by releasing Angola and Gabon. However, when I went to release Congo, I noticied I could no longer do so (as I had been able to do before releasing Angola). I looked in revolt.text and found that province 1097 "Vila Henrique de Carvalho" was under the minimum list for CON. From the maps I've looked at, this province is definitely Angola's and not Congo's (considering it is under the Portgusese sphere as opposed to the Belgian sphere).
It's not a huge deal but I just happened to notice it. Perhaps if some think Cogno had a claim on this province maybe it should be under the extra heading as opposed to the minimum.
