liberation issue.

I am playing as the US and I just conquered Finland. I annexed them and for some reason, I now cannot liberate them. The year is 1958, but I have changed the expiration date of the liberation to 1964, as I am playing Armageddon. The only thing I can think of is that my government type would not allow me to release them, but I do not think that is the problem. What is going on and how do I fix it?

some times there are glitches, however the one problem i can think of is that USSR took its buffers after the winter war, and since you do not have these you do not have a "Complete" Finland and thus cannot exist.
