Most likely because Paradox was taking advantage of the [CKII] engine which they decided to make the game on when the project started.

Yes. Without borrowing early parts of the CKII code, we would most likely not have been able to do Sengoku.

CK2 will use the same engine as Sengoku, EU3 and V2.

They all use a lot of different code. The Clausewitz engine they all share is not the same as the entire game code. I.e. the CKII battle system, or characters and dynasties is not part of Clausewitz.

Why does the multiple flank combat need to be exclusively for CK2?

That part of CKII was not ready in time for Sengoku to have been able to use it.

Because it was developed by the CKII team for use in CKII.

IMO they should just spend a bit more time adding these things before they release it and charge a regular price.

That's not how development works. There are constraints like budgets, deadlines, manpower and release schedules. Developing a completely new battle system for a smaller project like Sengoku just wasn't doable.
