Loading Game Graphics Failure

Sorry if this has been reported before, but I was unable to find it if it was. I am notoriously bad at that, though. o

I am playing Victoria under the 1.03b patch. When I load the game, it stops loading at the "Initializing Graphics" stage. It took me a while, but I eventually figured out that if I Alt-Tabbed back and forth, I got a window that had popped up saying:

Palette "gfx/palette/map_corruption_palette.bmp" not found! Do you still want to continue? (A)bort (R)etry (I)gnore

Since then, I have found that hitting 'I' when this happens loads the game without any further problems. However, I'd like to fix it - I have tried a clean reinstall and had the same error. I can't seem to find a corruption map file anywhere, and haven't found any strange things happening in the game.

What did I do wrong?

Alt-tabbing while loading the game is generally not recommended; even if you don't get the error message you're reporting, the chance of screwing up in-game graphics in some way (e.g. by seeing "midget" divisions) is quite large.

Solution? Don't Alt-Tab!

No, I didn't. I didn't realize that was required...I should have read things more carefully. I'll go and download 1.03 right away. Thank you!
