I wonder if something changed with the supposed placing of mod folders? For example http://www.skylineswiki.com/Map_Editor#Import_Heightmap says to put Heightmaps under game sub-folder* Files\MapEditor\Heightmaps.

But in my computer they seem to be in AppData\Local\Colossal Order\Cities_Skylines\Addons\MapEditor\Heightmaps? The in-game import function goes there. There is aforementioned* game sub-folder but it's no use placing anything there, they are fetched successfully only from that under AppData.

Was the game intended to use my documents like Paradox Development Studios games because it created a CO folder there as well?
Now everything seems to go under Appdata. Only devinfo.txt under my documents + folder Cities_Skylines, which contains another devinfo.txt.

Is the wiki out of date or what?

I found this as well.
Not only mod folder, but saves and settings as well.

It does create the folder Colossal/Cities_Skylines in the My Documents section. It also creates it in AppData/Roaming though.
I now created a junction (mklink /j command while in a command prompt using admin privileges) and that solved it. At least now my files are accessible from both OS's and are being backed up.

i hope this default behaviour gets changed to using My Documents for the settings, saves, mods, etc.

But for the future it's still useful to strive towards putting everything in the my documents. Current setting is unnecessarily complicated.

That article just explains current behaviour. I find it rather strange to put stuff you might want to backup in a place that you generally don't completely backup...
