rare metals close to first or second dome is my rule. Good to not be to long away from concrete and water, that make transportation easier.

First domes within walking distance and when you got shuttles you can place them wherever you like. Dust storms is the only thing that restrict / force you to plan.

I had built my first dome close to the same resource you did. Depending on surface metal I most likely build the second there also, and the third close to the metal.

If you are playing as Europe or USA, you probably don't need to get rare metals that badly; Since they get regular funding anyways. Still nice to have though!
My first priority is getting water, so I don't have to import vaporisers.
Next I make sure to have a polymere factory next to my first dome and a machine parts factory in my second dome, so I only have to import machine parts & polymeres once (at most).

With mining metal, you can safely wait, until you run out of surface deposits. That's rarely before my 4th dome. But without the mod from the steam workshop for an auto-gathering function on my transport, I might get a metal mine much sooner.
