I was researching a tech and it was already fully invested in terms of research points, plus I had a few extra points in the "stockpile". Then I noticed I could trade for this tech so I thought, why not? I ended having to pay another 10 points for something that had already been invested. Shouldn't I at least have gotten back the points that had been invested in the ongoing research?

Is this WAD or a BUG?

Thats the short answer. The slightly longer one is that it would be messy to try to refund the points spent and also not very realistic. Imagine in real life you start to research some technology and then you buy a patent for that technology from someone else. What value is the abortive research that you have completed until then. I mean, Russia did have some computer chip designs pre end of cold war but now that technology is virtually dead.
 
OK, so the basic lesson is, don't trade for tech you are currently researching. :D
